Only if it's roaming on the Rogers network, do you have to use 403.

If you dial a number normally, it'll forward you to some woman telling you that you must use 403.

wow, making a call can be so complicated in your country huh.

in singapore, all land-line calls starts with 6, all mobile calls starts with 9.

guess we are still too small for those area numbers lol.
