I think money is the biggest factor. Spend more = more practice = more skill.
Just ask AsianCaucasian =P
As to "how to spend that money".. Beat LotS first once through, if you haven't. Then do some time attacks - If you get bored, add variety by doing some more LotS (which will now be harder, after you cleared it once), and if you're feeling confident with your times on your TA's, do a few runs vs Bunta to see how fast you really are.

"If there is such a thing as a natural talent for driving, it just means that the person will improve a little bit faster than everyone else. There's no such thing as an innate talent that overcomes repeated effort and practice... Do you understand Daiki, Sakai? Winning and losing is a matter of how experienced you are."
more money = more crashing = more practice
Practice Watch Think

I've yet to watch any videos, but I sure as hell learned quite a bit watching other people play.
But because of the difference in cars, just practice and keep practicing on your weak courses. Get full-tune while you're at it. Whatever suits you best.
Have you learned anything from watch me race and play you at circut circus
